End Term Evaluation of the Governance, Justice, Law and Order Sector Programme (GJLOS)
The objective of the assignment was to undertake the final review of the GJLOS – RP after the programme was ended on the 30th of June 2009. The assignment was undertaken in a consortium led by Deloitte. The final evaluation required us to review the original programme design, assess the relevance of the key result areas, assess the efficiency on its implementation, and assess the effectiveness and impact of the programme and its sustainability. In addition, we were to to develop the new proposed programme design
The specific objectives of this assignment are to:
- provide GJLOS stakeholders with a comprehensive evaluation of:
- (i) the successes, challenges and lessons so far learned with respect to the GJLOS-RP
- (ii) the real results and impacts thus far achieved by the GJLOS-RP
- (iii) the overall effectiveness of GJLOS programme management processes and systems (including work planning, implementation, reporting, monitoring and evaluation)
- (iv) the functionality, appropriateness and effectiveness of all dialogue and decision-making structures viz. IASC, TCC, TCC Management Committee, Reference Groups, Thematic Groups and the GJLOS Donor Group
- (v) the functionality, appropriateness and effectiveness of all coordination, implementation and review structures viz. PCO, FMA, MoJNCCA, Advisory Team
- (vi) the overall effectiveness of participation, partnership and engagement by all GJLOS stakeholders in the programme (including MDAs and non-state actors)
- present GJLOS stakeholders with a working outline of:
- (i) the expected strategic and operational framework under which GJLOS reform should most effectively be pursued over the coming four years
- (ii) an appropriate performance framework to track and measure the impact of GJLOS reform in its next phase
- (iii) he broad institutional design of the GJLOS-RP going forward, including arrangements for:
- dialogue, decision-making, coordination and implementation
- partnership, participation and engagement of all GJLOS stakeholders, including development partners and non-state actors, and
- any other institutional arrangements deemed appropriate to successful performance of the GJLOS-RP
- (iv) the broad financial design of the GJLOS-RP going forward, including alternative arrangements and mechanisms for:
- financing by Government through the MTEF process
- financing by international development partners
- cost-sharing (as appropriate) with development partners/nonstate actors
CDC provided the Public Finance Management Expert and the Monitoring and Evaluation Expert.
