Privatization strategy for Kenya Railways Corporation under the Ministry of Finance financed by the World Bank
This was part of the Kenya Government divesture of its state corporations as part of the policy recommended by the World Bank and IMF on reforms of the public sector. CDC was subcontracted by CPCS Transcom of Canada in this assignment.
The assignment required the consultants to prepare current situation analysis of the railway, options for privatization, business plan based on the agreed privatization option, transitional management plan and an implementation plan. Work undertaken included:
- Reviewed the current financial situation which assisted us in preparing the business plan
- Did the financial modeling for the business plan showing the projected cash flows and profitability of the railway operation on Concession.
- Gave input for the overall report on the transitional management and implementation plan, for reference by the government in preparation for the proposed privatization of KRC.
