Special audit for two major Rwanda Government financed hotels projects
This was a foresnsic audit to assess the actual expenditure the Rwanda Government had incurred on the development of hotels Continental in Kigali and Kivu Sun in Gisenyi, which were being developed through a joint venture between the government and some south African investors. The government had already spent a considerable amount of money and needed to verify that the expenditures were in line with the bills of quantity, that the bills of quantity were developed professionally and the procurement process of the contruction materials we in line with the best practices and in particulkr the government procurement systems. In this assignment we undertook the following activities:
- Reviewed all the relevant documents related to the hotel construction which included the contracts with the contractors, the joint venture agreement with the South African investors, the bill of quantities, the various correspondences, etc
- Undertook comprehensive investigation of the construction costs and traced the source of materials from the suppliers including mode of delivery
- Traced some of the major suppliers to South Africa
- Managed to recover US$ 10 million from suppliers and contractors which were over invoiced to the government.
