Consulting services for Establishment of an Agro-processing in Special Economic Zones in Malawi
The purpose of this Consultancy is to support implementation of the NES to increase competitiveness of Malawian diversified agro-processed exports through establishment of an Agro-Processing Special Economic Zones (AP-SEZ). The specific objective of the consultancy is:
- Undertake a comprehensive and detailed feasibility study on development of an AP-SEZ;
- Develop a comprehensive and robust road map as well as a step-by-step implementation plan to develop an AP-SEZ in Malawi targeting exports to and along the Nacala Corridor, regional, extra regional and international markets; and
- Draft legislation and regulation for Special Economic Zones in Malawi.
The specific tasks for undertaking this assignment include:
- Assessment and Design of the AP-SEZ
- Demand Assessment for AP-SEZ
- Identification of Optimal Services to be offered by AP-SEZ
- Identify optimal location and size for the AP-SEZ based on objective criteria
- Review best practices in construction and management of AP-SEZ
- Develop industrial and urban plans for the identified AP-SEZ with recourse to spatial organization and residents transport logistics
- Develop detailed land, construction and surveying plans for the AP-SEZ including specifications for size, infrastructure, and service requirements
- Undertake gender balance, community support and poverty reduction and wealth creation
- A Cost-Benefit Analysis of the AP-SEZ
- Design of the Operation and Governance of the AP-SEZ
- Draft legislation for Special Economic Zones in Malawi
- Definition of Roles of Public and Private Sector Service Providers
- Review legal and regulatory framework for partnerships
- Make clear recommendations on governance, management, legal and regulatory business plans and financial sustainability
- Develop Management and Governance Framework for AP-SEZ to be run as on-going concern
- Design of Market, Trade Facilitation and Implementation Planning
