Harmonization of the remuneration of the IFAD financed project staff
Due to the implementation problems that had engulfed the past IFAD funded projects, new projects had tended to address some of the problems affecting the performance of these projects resulting in a gradual but slow improvement on project design and institutional structure. Some of the key areas that had been continuously addressed were project management structure and project staff remuneration system. Unfortunately, recommendations had tended to address new projects, without revamping the existing projects. Also structures of future projects were rarely addressed. Further, though recommendations had been made on the shortcomings, the recommendations had hardly been implemented on the ground. CDC Consulting Group Ltd was therefore contracted to review the current remuneration structure for IFAD projects management team seconded by the government and the allowances paid to the ministries field projects implementation team and advise on the project management structure and remuneration harmonization for all projects. Our consultant recommended a harmonized salary and allowances structure. Further the consultant recommended that a job grading exercise be undertaken as soon as possible and that all seconded staff be paid their IFAD salaries in full, backdated to the date of their secondment, and that they all be issued with contract Agreements/Letters of Appointment clearly stating, their terms and conditions, including duration of contract.
